normal street driving. For normal street driving, the 1psi/100lbs rule seems to be a good one. I'm not sure about road racing, but I would think that since the tires are likely to get much hotter than normal street driving, that the pressure inside the tires will increase (due to the ideal gas law), so you may want to lower them slightly before going out on the track. I know that for autocrossing you actually will get better results from higher pressures (and can run higher pressure relative pressure at the rear to reduce understeer, or higher at the front to reduce oversteer), but since road racing doesn't have nearly as sharp & tight turns as autocrossing, I don't think that philosophy would apply.
